At the end of the Spike installer it states that you will need to install the additional USB drivers found here
https://relatedcontentdemo.kinsta.cloud/sigdownloads/Spike/CDM%20v2.12.00%20WHQL%20Certified.exe
Have you already installed this? If you have not, you will need to run the installer as administrator.
